What is Relay 7-1-1
7-1-1 is a state and nationwide telephone relay number that connects standard (voice) telephone users with deaf, hard of hearing, or speech-challenged individuals who use relay equipment. Simply dial 7-1-1 to connect with the Relay Service, or 888-346-3162 for Spanish Relay Utah. You will be connected to a relay Communications Assistant (CA) who will connect you with the person you are trying to reach. The CA will relay your message to the deaf, hard of hearing, and/or speech challenged individual, and then relay their response. 

Is 7-1-1 for emergencies? 
7-1-1 is not an emergency number and should not be confused with 9-1-1. However, if you use a TTY and cannot obtain emergency services by dialing 9-1-1, you may call  7-1-1 and tell the CA that you have an emergency. The CA will then relay your call to the appropriate emergency service provider.
